    Jan. 11, 2012, for Garden Apartment resident Reba K. Neel was “the most perfect day a human being could plan.” On that day, Neel was recognized for her gift of $100,000 to Louisiana Tech University’s School of Art for a scholarship to honor her parents, Lenora McDonald and Oliver Fulton Neel.
